I see the libssh updated to 0.9.3 in the vcpkg repository:

https://github.com/microsoft/vcpkg/blob/master/ports/libssh/CONTROL

I am not sure what is the process of propagation of the packages from the repository to the end users, but I assume there will be some issue on the way as the package source is clearly updated in vcpkg source repository.
